The average cost of a “benchmark” ACA plan (the second-lowest tier) is expected to rise 10% this year, double last year’s increase. While some forecasters hoped that last year’s cost growth was a one-time blip, it’s clear that the public marketplaces are vastly less profitable than expected—forcing insurers to hike premiums or withdraw entirely.
