Comcast customers in test markets now have to pay fees (as high as $35 a month) for “excessive” use of Internet data. Though Comcast hopes the fees will make up some of the revenue lost to cord-cutters, punishing existing customers for their Netflix addictions is a risky strategy, to say the least
