The State Department reports that foreign adoptions have fallen to their lowest level in three decades—to 6,441 in 2014, down from about 23,000 in 2004. This dramatic decline is attributed to policies intended to promote domestic adoption along with rising nationalist sentiment in top adoption sources like China, South Korea, Russia, and Ethiopia.
