Some U.S. schools have an overcrowding problem: Half of schools in Montgomery County, Maryland exceed 100% capacity, with some hovering around 150%. Why weren’t school planners prepared? One possible culprit is rising average household size, which can boost the number of children in a given school district far above forecasted levels.
