Drug overdose deaths fell 4.2% in 2018, according to preliminary CDC data. This would be the first decline since 1990 and sparks hope that the opioid crisis may finally be leveling off—but it’s also clear that the decline is not uniform, with 18 states seeing double-digit increases.
