The White House has earmarked $3.1 billion for upgrading its legacy software and tech equipment as part of President Obama’s new Cybersecurity National Action Plan. Given the rising tide of cyberattacks, today’s outdated defense infrastructure—government computers still run on Windows XP, after all—is in dire need of an upgrade.
